Limited number of professional public officials in tourism and private companies caused by partisan interests without analyzing the damages to a community, causing little investment in tourist activities that are possible to be carried out in the locality, directing to relationship tourism, adventure, displacement and rest without realizing Simple activities result in unfavorable results for the canton. It is considered a conceptual inquiry of the different bibliographic sources, websites, projects, indexed journals, scientific articles that expose the qualitative and quantitative approach, as a research method observation will be used to collect general data. The scarce tourism investments in the town are due to disagreements between public officials and private companies in charge of tourism, causing limitations in economic income. Abstracting information through the applied techniques was the survey of 100 people with tourism knowledge, tourism students, common people and public officials, resulting in interest in the construction and improvement of the boardwalk infrastructure.
