Today is very important time optimization in an enterprise as this allows you to work more efficiently and with quality, by maximizing their efficiency and competitiveness. This research was performed because problems were detected in the control -driven projects in the Departamento de Desarrollo Productivo del Gobierno Autónomo Descentralizado Provincial de los Ríos as the process takes them manually, so a system was designed web to control the management and monitoring of projects in agricultural organizations. The system is designed by the methodology of rapid application development using the Windows platform and software as xampp , mysql and PHPRunner . The system consists of baseline, initial parameters such as the types of views that make technical and where projects are implemented, also includes technical assistance, assurance and maintenance. For the functionality of the system should create users who will be granted access to information depending on the group to which it belongs . This web application is the design in order that members of the Departmaneto de Desarrollo Productivo del Gobierno Autónomo Descentralizado Provincial de Los Ríos can automate processes and have a more efficient control in the development of projects
