Sumari:This work was guided at the implementation of a Management Audit in the Human Talent Department of the Technical University of Cotopaxi during 2014 period, with the aim of assessing the degree of efficiency and effectiveness in human, economic and technological resources usage into the development of its activities. Inductive, deductive, analytical, statistical and documentary methods were applied for obtaining accurate and objective information; also collection techniques such as interviews and surveys through relevant results were gotten that were analyzed and interpreted by the researchers. On the other hand, through the application of the management audit methodology were detected weaknesses in the management of human talent that are fundamental facts to the development of the final audit report; also, the lack of a management system of personnel that works with procedure manuals and internal policies to carry out efficient activities; there is no systematization of information which makes it difficult to carry a chronological order and updated all the processes that take place regularly; inadequate training plan which involves the most of the administrative staff and workers to develop new skills and increase work performance….
