Evaluación de riesgos mayores y su incidencia en la organización de seguridad y salud en el trabajo del gobierno autónomo descentralizado provincial Cotopaxi, 2015: elaboración del plan de emergencia institucional.

Research "Evaluation of major risks and their impact on the organization of safety and health at work of Self-Government Decentralized Provincial Cotopaxi 2015", had as its overall objective: to assess the major risks in the organization of safety and health at work Autonomous Decentralized Cotopaxi Provincial Government. The methodological process was conducted based on the purposive critical paradigm, in the form of qualitative research through field research and the method of risk assessment and colors relevant results were found: the 79.89% employees working in the building GADP matrix-C states that are not defined routes and emergency exits; 86.03% say they do not have a safe area in case of emergencies or disasters and 100% mentions that the institution has an emergency plan. The results of the method that address color: the level of fire risk corresponds to the rating of 1.26 is interpreted as a low level; regarding improper connections of the electrical system, traffic accidents, crime, riots, earthquakes, mudflows or lahars, ash fall risk level is medium. To this the revival of Cotopaxi volcano adds, lack of institutional budget, the economic crisis and political decisions of the government, so that the conditions of civil servants who work in the organization and infrastructure of the main building support the necessity and organizing an emergency plan for major risks affecting the organization of the safety and health of human talent working in the institution under study
