| Sumari: | This present research project is based on a particular need, such as the equitable distribution of the costs associated to the General Public Lighting Service (GPLS), among the different types of tariffs, linked to each one of the users; for which, the international tariff principles and the cost allocation methods are considered; as well as the technical, economic and financial aspects, it is subject to the provisions established in the current regulations of the Ecuadorian law for the provision of quality public service. To supply this need, the BENCHMARKING Method is applied, it is comprising by four phases of development and eleven sub-phases; to the effect, the proposal of the improvement plan is consolidated using a Balanced Scorecard (BSC),directed to obtain a fixed charge, that has as a strategic objective, the equity in the payment by GPLS; For this purpose, the different foundations are justified, taking into account the articlesof the law, regulations, resolutions, among others; which will allow the establishment ofagreements to carry out the analysis and application of the proposal of the improvement plan established in this research project. With that indicated, it was possible to meet the objectives for the allocation of equitable costs, without causing inconvenience to the users and the state,justified by a comparative analysis of cost coverage, where the analysis addresses a percentage error of 1.46% compared to the value collected by the distributor and the value declared by the ARCERNN; In the case of the declared value and the proposed method, an error of 2.20% was obtained, and finally, the proposal for the improvement plan and the distributor presented anerror of 0.778%; with these results, the proposed method presents efficient cost coverage and induces the end-user to use electricity rationally and the distributor to comply with the tariff equities, solidarity, energy efficiency, and social responsibility. |
