This investigation is drafted in a precise way, making it possible to know the causes and consequences that are causing the conflict, in reference to the lack of an Occupational Health and Safety System. The problem corresponding to the lack of training of personnel in Risk Management is evident because it can be seen that they apply inadequate methods to identify risks, terrible ways of carrying out their municipal cleaning work and strategies in terms of Security and Occupational Health, by the senior environmental management, causing work accidents or obvious occupational diseases, such as covid-19 in this case. The research is relevant because it aims to improve occupational health and safety in all activities of the Gadmic-Saquisilí environment department. |

El estudio indica la problemática que se refiere a las limitaciones del control de los factores de riesgos que pueden afectar la seguridad y salud del personal en sus puestos de trabajo. Esta investigación se encuentra redactada de forma precisa, haciendo posible conocer las causas y consecuencias que está ocasionando el conflicto, en referencia a la falta de un Sistema de Seguridad y Salud del Trabajo. El problema correspondiente a la falta de capacitación del personal en materia de Gestión de Riesgos, es evidente porque se puede notar que aplican los métodos inadecuados para la identificación de los riesgos, pésimas formas de realizar su trabajo de aseo municipal y estrategias en materia de Seguridad y Salud Ocupacional, por parte de la alta dirección ambiental, ocasionando accidentes de trabajo o enfermedades laborales evidentes como en este caso covid-19.
