Una vez detectadas algunas insuficiencias en los resultados investigativos se analiza el proceso de investigación, lo cual constituye el objeto de la investigación. Del diagnóstico se sintetiza como problema científico las insuficiencias en el proceso de generación y desarrollo de conocimientos y de innovación tecnológica, en la Universidad Técnica de Cotopaxi, en su relación con procesos transformadores sociales y científicos, lo que limitan los procesos de pertinencia e impacto trazando como objetivo el establecimiento de una Estrategia de Gestión Formativa para la Investigación, siendo la Gestión Formativa para la Investigación en la universidad Técnica de Cotopaxi el campo de acción. La Gestión Formativa para la Investigación en la Universidad Técnica de Cotopaxi se basa teniendo en cuenta la relación entre la sistematización formativa investigativa y la generalización de nuevos conocimientos científicos desde la práctica profesional transformadora.
