Implementación de un algoritmo para la evaluación de los documentos científicos de los investigadores de la universidad técnica de Cotopaxi

Currently, the scientific platform "EcuCiencia" has received a large number of scientific documents (articles, books, book chapters, papers) from the research teachers that make up the Technical University of Cotopaxi, but it is not known what value each of the scientific documents has and thus differentiate one from the other, with the research directorate being responsible for monitoring scientific production, the need arises to enhance the value of scientific documents and therefore encourage research professors to carry out research work that helps the progress of the institution. It is then, that the present technological proposal has as purpose to implement an algorithm of valuation and evaluation in the scientific platform "EcuCiencia", that allows in first instance, to value each one of the scientific documents depending on each parameter proposed by the Direction of Investigation of the Technical University of Cotopaxi and later to evaluate the investigator by means of the documents that these index in the scientific platform. For the construction of the weighting and evaluation algorithm, a methodological process was carried out based on the "Bibliometric Methodology for the Analysis of Scientific Activity", which was adapted to the needs of the Research Directorate of the Technical University of Cotopaxi. In addition, different research methodologies were used, such as documentary, experimental, among others, and research techniques such as the interview and survey that helped in the development of the algorithm. For the implementation of the algorithm in the scientific platform, the agile development methodology SCRUM was used, since it is a process in which a set of good practices is regularly applied in order to work collaboratively as a team and obtain the best possible result from a project. Once all the theoretical and programming methodologies were applied (Scrum), a total of 103 valued articles were obtained as results (High Impact and Regional), 27 books valued (Books and Chapters) and 29 papers valued (International and National), obtaining a total of 232 teachers evaluated from the Technical University of Cotopaxi. However, this technological proposal is part of the research project "Red de Estudios Cienciométricos REDEC".
