Resumo:The radio evolved differently in Latin America, was momentarily eclipsed with the advent of television programming and empty, which ended their audiences away. To address these issues and respond to the needs of the majority community radio emerged, free and informal, as alternative to the exclusive monopolies of commercial radio and public radio. Community radios communicate and involve the community in promoting citizen participation, not only in radio, but also in the cultural and political processes that affect them. The role of radio for political and cultural change is not new. Community radio has come to be seen as the means best suited to the needs of social and cultural development of peoples, because of the low cost and civic participation of volunteers who support their self.
