Crynodeb:The investigation was carried out in the Pujilí and Saquisilí Fire Departments, identifying the presence of job dissatisfaction as a research problem. The research sought to develop organizational culture and behavior strategies to improve job satisfaction. The quantitative approach was applied, mainly using the survey technique through a questionnaire adapted from three different sources: Littlewood & Alviter (2010), Robles et al. (2018) and Sánchez & Parra (2013), in which the 5-level Likert scale was used from completely disagree to completely agree. A reliability of α: 0.94 was obtained in Cronbach's alpha coefficient, indicating excellent internal consistency. The study population included 50 employees from both fire department headquarters. The results of the Pearson correlation analysis between the variables revealed a value of p=0.639, indicating a significant and positive correlation between culture and organizational behavior with job satisfaction, therefore, the alternative hypothesis was accepted. Organizational culture strategies were proposed, which covered the implementation of effective communication policies, the promotion of inclusion and diversity, as well as the strengthening of teamwork. It was determined that these strategies can effectively contribute to improving the job satisfaction of employees in both fire departments.
