Sumari:The Water and Sanitation Administrative Boards are non-profit community organizations that have the purpose of providing the public drinking water and sanitation service. Its actions are based on criteria of equity, solidarity, interculturality, economic efficiency, sustainability of water resources, quality in the provision of services and the distribution of water. The objective the research project is to evaluate the factors that influence the administrative and financial organizational performance of the Administrative Board of Drinking Water and Sanitation System 5 of the Pillaro canton in response to the need of the population for a more efficient management service, to the strengthening of organizational, social and economic capacities. For the study, it began with bibliographic research of administrative and financial models, then internal and external situational analysis of the board was carried out through the descriptive methodology with techniques such as: interviews and surveys to determine positive and negative aspects in service management, financial management and decision making. To assess these problems, the Chi-Square tool was used enable that correlates administrative management with organizational development. In addition, financial indicators that contribute to its evaluation in financial management were used. These components allow generating an effective administrative and financial proposal through a Balance Score Card, as a management tool for the community organization with an integral vision that responds to social demand, generating participation and being an institutional reference for contributing to the best organizational performance of the board of administration of drinking water and sewerage.
