This research was designed a proposal for an environmental fundimplementation to help in the water storage and water protection and water recharge areas at Cotopaxi province, policies and regulations were determined to be applied for the trust creation, the members who would make it up, the main objectives to be met and the economic values that each user or industry must contribute to the creation and fund development on a voluntary basis and by law.
