The manual systems of file cabinets occupy spaces that could be optimized inside the offices. At the same time, it generates a paper waste. The traditional files storage way generates costs and loss of time for users. For this reason, the automation files is considered an important tool especially at public institutions, where a large number of documents are used. The goal of the present technological proposal is to develop a computer application that allows the optimization of the document file cabinet through the latest generation. The technologies will be applied for the Legal Advice Department at Cotopaxi Technical University. The Agile Scrum Software methodology has been considered for the research development which will admit the requirements for the system’s improvement and construction. The result is to obtain a product that facilitates the efficient management of document processes, which will lead to a reduction in time, processes and procedures with respect to the procedures that are generated in this unit. It is concluded that this applications type developed for public institutions reduces costs of supplies, materials and the delivery times’ determination.
