Summary:The bioclimatic floor BsBn04 of the San Pablo river basin (CrSP), it is located in the Cotopaxi Province and the Pujilí Canton (52.36km2), La Maná Canton (1.44km2) and Sigchos Canton (22.32km2) with a height from 1400 to 2000 meters above sea level, it is characterized by having an irregular shape with a good drainage density with 65% of clay loam soils, 30% of humid forests and 5% of crops. After that, soil erosions were ruled out in the study area, but the climatology of the place made it possible to calculate the water balance using the RAS method to determine, evaluate and define aspects related to water recharge areas where the software ArcGis 10.2 based on the study and survey of information made through the National Information System page in shapefiles formats, georeferenced maps of evapotranspiration (1350), climatic balance (900) with an infiltration of 0.45% could be made, thus leaving a significant accumulation of water resource in zone 4 (Humid Forest); according to this, referring to the forestry law and water law, measures were proposed to conserve the forests and main protected areas existing in the CrSP as the preservation of endemic species that is only found in this type of wetlands, a primary emphasis on the best use and utilization of water recharge zones and their accumulations per year was done
