Actualmente la Dirección Distrital de Pichincha no ejecuta el total del presupuesto asignado a compras públicas, hay varios inconvenientes en los procesos relacionados que se derivan de las diferentes unidades requirentes, puesto que no existen guías dirigidas a cada distrito que estipulen los pasos a seguir para poder ejecutar un proceso de compras públicas adecuado y oportuno.
