| الملخص: | This work focuses on the analysis and improvement of document management in the Municipal Autonomous Decentralized Government (GAD) of Latacunga, Ecuador. A comprehensive study of current legal regulations, including the Constitution and other applicable regulations, was carried out with the aim of understanding the key requirements and guidelines governing this area. In addition, the variables that influence the satisfaction of GAD staff with respect to document management were identified, focusing on aspects such as accessibility and efficiency of the processes. As a result of this analysis, an ordinance was formulated for internal file management as a reform to the existing Public Policy, which establishes specific guidelines, procedures and responsibilities for this area in the Municipal GAD of Latacunga. This ordinance proposes the adoption of the QR code system as an innovative tool to facilitate access and management of documentary information. The completed and pending processes were evaluated within the framework of the generation of public policy, providing a comprehensive vision of the current state and areas for improvement in the GAD's document management. This research not only offers a detailed approach to legal regulations, but also presents concrete and viable proposals to optimize document management through the effective implementation of technologies such as QR codes. |
