Gaia:Groundwater is being extracted and the consumption has increased in recent years in Ecuador and, specifically, Latacunga. This is not the exception. Rather, this is due to degradation of surface water, increasing population and demand for water in several areas, especially the industrial and agricultural sectors. In order to extract groundwater, it is necessary to obtain an authorization by the Ministry of Water, which is in charge of regulation. The authorization consists of assigning a flow rate (Q) of water to be extracted according to Art. 117 of the Official Register 305 (2014), however the flow concession granted to each user does not track or record the flow of water being extracted.
