Con esto se pretende llegar a difundir que estas necesidades tienen un fin ulterior que no se limita a lo subjetivo de los anhelos o pretensiones de las personas, sino más bien, entender que aquello constituye una obligación legítima que le corresponde al estado en calidad de principal garante de derechos.
