Análisis social y jurídico sobre la funcionalidad de la defensoría del pueblo del cantón Latacunga provincia de Cotopaxi.

The human Rights are those rights that the people have. They are innate, independent, ethnic or political, social and cultural differences. The human rights are a historical building, so; they are not a constitutive matter in the nature but they are a the result of a human action in the time. Thesis student had considered the importance about people functionality as an organism that has to prevail the human rights in Ecuador; It permits to analyze if it meets with a big responsability given by the country in defense of Ecuadorian interests that live inside and outside the country. The Human Rights don’t have to understand like a contribution so they will be understood as a historical building for different groups, actors, national and international institutions. These rights have been reflected in a legal corpus like treated, pacts, conventions and declarations with the cabal purpose by the state into the citizens, and they have to be a complete exercise of them.
