Summary:In the province of Cotopaxi there are 261,767 people who do not have a job according to the National Institute of Statistics and Censuses (INEC) who do not have an effective means of communication for the rapprochement between employer and employee, which generates reliability and truthfulness instantly to receive information on human talent, as well as to offer the services or innate skills of each person, in which 70% of unemployed people take too long to get a job suited to their abilities, causing unemployed people to look for a job informal devaluing their effort, misaligning their preparation and knowledge. In such a way that there are people who, due to the lack of communication channels that provide them with a space to offer their services, have to go to parks or central places with an influx of people, to promote their services or publicize the work they do, causing loss of time and money. Due to this problem, a mobile application was developed that allows managing the job boards and in turn publishing the services offered by unemployed people or workers, in a georeferential way, that is, locating the information on human talent on the map with its current location. , in real time. To execute the application, the android studio tool was used as a programming environment in java language, in addition, the brackend infrastructure of the Firebase platform was applied to manage the information and store the database in the cloud, for agility in the Preparation of the technological proposal, the XP methodology was used, since it has a structure that facilitates development in pairs. The purpose of the technological proposal is to provide a communication channel between employer and worker, applying information and communication technologies.
