Limitantes en la implementación de Políticas Públicas para el Desarrollo Local de las Parroquias Rurales de la Provincia de Cotopaxi durante el año 2019

The Parish Boards are levels of government that are closely related to the rural population and the problems that exist in each territory. The vision of these institutions is to promote the improvement of the quality of life of the rural population; The activities that these institutions carry out for the well-being of citizens are hampered by economic, social, cultural, political and geographical aspects that are detailed during the development of this work, the reader will find information regarding the weaknesses that the Parish Boards overcome to day to carry out activities and during the administrative process can achieve full social development. This research report compiles through surveys, interviews, bibliographical and documentary research the problems that the GADPRs go through in their respective management periods, thus establishing the existing weaknesses and strengths in the territory of the province of Cotopaxi in chapter I. addresses the legal technical aspects that guide the actions of the GADs so that, based on this legal framework, a multi-scalar management model is proposed whose objective is to strengthen the relationships between the social actors and the different levels of government to generate awareness in the execution of works, the administration and care of the public good and finally in chapter III the result of the investigation that allows to establish a base line to focus the strengths towards the construction of a sustainable planning instrument where the prioritization of the construction of Human Capital is reflected. the priority.
