Impacto de los Procesos de Subasta Inversa Electrónica y la optimización de recursos económicos en los Gobiernos Autónomos Descentralizados Municipales de la provincia de Cotopaxi en el año 2022.

The objective of this research was to analyze the impact of the Electronic Reverse Auction Processes and the optimization of economic resources in the Municipal Decentralized Autonomous Governments of the province of Cotopaxi in the year 2022, in addition to the relationship between the Electronic Reverse Auction processes and the optimization of public economic resources as part of improving efficiency and transparency in public procurement. For this purpose, a descriptive quantitative research was used, a survey was carried out directed at the directors, departmental heads and technicians of the administrative area and public procurement of the 7 municipalities belonging to the province of Cotopaxi that participate in the public contracting processes and an analysis of all the contracting processes of the municipalities in the year 2022 obtained from the SERCOP public procurement portal. Once the results of the situational diagnosis of the electronic reverse auction processes in the 7 municipalities of the province of Cotopaxi were obtained, it was possible to identify common patterns and opportunities for improvement, a total of 80 bids and 52 negotiations were recorded, it is evident that the process of bidding prevailed to a greater extent, this predominance of the bidding process indicates greater competitiveness in government procurement. Regarding budget execution, some municipalities manage to execute close to or even above 70%, which reflects efficient management of public resources, where the value $1,326,599.98 was also optimized, at the level of 7 cantons . Finally, a proposal was presented based on a Comprehensive Model of Terms of Reference and Specifications Techniques to Optimize Reverse Auction Processes in the Municipalities of the Province of Cotopaxi and a detailed analysis of the trends observed in the municipalities, highlighting the success stories and the challenges faced.
