Résumé:Current society gives us skills and challenges that lifelong education and it would be virtually navigate upstream meet these needs, using traditional methods and means of education need to be faced. In the last decade of the twentieth century, Information Technology and Communications (ICT) as a new computer-telematics paradigm, which until now has incorporated the use of online tools, mobile networks, social networks, develops etc. that can be used as tools for improving learning processes in graduated programs for which it has developed this research with the theme: "ICT's in the learning process in the Master of Planning and Educational Administration from the Cotopaxi Technical University in 2012. Proposal for a handbook on knowledge and use of B-learning platform. "for it is important to discuss issues such as Information and Communication Technologies, educational models, combined education, virtual classrooms and learning environments and finally on Platform B-learning is a proposed combination of combined education with elearning as a singularity virtualization education, for that will be used to the mode of bibliographical researching because through this will sustain the theories presented, thus diagnose the impact of ICT in learning processes and to know the advantages and disadvantages of learning processes within the program of Master of Educational Planning and Administration seeking a contribution for students, teachers, officials and staff of the postgraduate program of UTC, with the proposal of a manual of knowledge and use of a Blearning platform to complement combined education.
