Ajouter un tag | Résumé: | This research focuses on the need to create a legal ordinance. The same should be given the power to provide: control requirements, restrictions and principles. They are essential in order to guarantee “Al Buen Vivir” rights. These are listed in the environment pollution attack into Constitution. This is caused as the research shows “the noise”. It is a permanent polluting event. This affects all society in general. For this reason, there is a need to create a municipal ordinance. This has the obligation to create standards and implement control measures, prevention, and regulation. On the other side, if it is necessary to make sancionarías actions on natural or legal people who promote this noise pollution type. It is necessary to highlight the statistics are related to noise pollution cases, the results are alarming (World Health Organization). Evidently, the contaminant phenomenon is causing serious health problems for millions people around the world. The Ecuador is not isolated to this event, and even more in Latacunga City. It is a city in a socioeconomic development process. For this reason, the importance of this proposal has with the legislation implementation. |
