| Shrnutí: | present paper deals with a Proposal to Improve the Public Contracting Process of Optimization of economic resources in the public procurement process of the decentralized autonomous government of the Municipality of Rumiñahui to improve compliance with the acquisition of goods, provision of services, execution of work and consulting for the benefit of the population; In the processes of acquisition of goods or services by contracting a Minimum Quantity, this is governed by the Constitution of the Republic, the Organic Law of Public Procurement, Regulations to the Organic Law National Public Procurement System and Secondary Regulations of the National Service of Public Procurement. What is sought is to analyze the current public procurement process within the GADMUR, and be able to implement an improvement plan that allows the processes to satisfy external and internal users. Within the investigative work, the qualitative methodology was applied in which it seeks to define the different characteristics of the contracting processes. The shortcomings that exist in the GADMUR; They are described in the ignorance of the rules on the part of the collaborators, the lack of training, the centralization of activities, and the numerous and unavoidable resolutions issued by SERCOP, which lead to wrong decisions and negative consequences, triggering poor execution of processes and lack of strategic planning. It was proven that increasing organizational efficiency is feasible if process resources are controlled, monitored and optimized; the proposed work has allowed us to know and analyze the benefits of managing planned processes directed by flowcharts where their productivity is related to the efficiency and optimization of resources. |
