The concept and fundamental elements of a methodological strategy were also defined. A qualitative diagnosis was made based on data collection through observation. For this process, two instruments were elaborated with indicators adapted to the process of literacy development according to each sublevel. The data obtained were tabulated and analyzed, which made it possible to justify the need to design activities with methodological strategies to strengthen reading and writing. Twelve didactic activities were designed for reading and writing; 6 for the elementary sub-level and 6 for the intermedíate sub-level. The activities were validated through the judgment of experts and users, obtaining favorable criteria from them. A partial application of the proposal was carried out with children of the elementary and middle sublevéis of the Manta Basic Education School. The results of the application indícate that the methodological strategy contributes to improve aspeets of literacy learning in the children who participated.
