Résumé:This research work is focused on proposing a document management model for the GAD of Zumbahua parish, with a population of 15 people in the administrative area between men and women. The research is quantitative because the collection and analysis of numerical data was used, for this a questionnaire of 28 questions directed to the document management process was used, the modality was of bibliographic character, since it has only one variable, for this reason it was deepened in different conceptualizations, characteristics, theories and criteria of several authors based on research in books, magazines, information networks, field research because it was carried out in the same space where the facts originate, with the representatives involved, in this case the administrative staff of the GAD of Zumbahua parish, where the object of study is located. Exploratory research was applied in view of the fact that the problem of inquiry is little studied, in the same way descriptive due to the mention of the processes of document management, on the other hand, a non-experimental design study was used, because it was carried out without the need to manipulate the variable. As a result, it was found that the administrative personnel in the incorporation of documents show problems when carrying out this process in the unit and in the registration of documents, nor do they consider as a starting point the rules, actions or agreements for the creation of documents. Also, in the classification of documents there are shortcomings with regard to the use of formats to distinguish documents from other departments, in relation to storage they indicate that they never periodically make backup copies of their digital documents, nor comply with the policies according to the current legal framework or conditions to access the documentation, in relation to the traceability of documents they do not use indexing for their location and immediate recovery, with regard to the disposal of documents they state that they do not make the transfer of documents according to the retention period. Therefore, it is determined that most of the administrative staff working in the Zumbahua Parish Government shows deficiencies in relation to document management processes. Finally, to solve the problem, a functional model of document management was proposed for the Zumbahua parish government based on the ISO 15489 standard and the Technical Standard for Document Management and Archiving of the public entity. Therefore, it is recommended to use new ways of archiving documents, especially those that focus on the use of computer tools, to ensure proper document management, as well as physical and digital backup of information.
