Autonomous governments could reach the most needy and vulnerable people, taking into account that they must focus on the execution of essential works. The study on the direction of human talent and its impact on the quality of services in the Provincial Decentralized Autonomous Government of Los Ríos, for the purpose of the object of investigation, a documentary and field investigation was carried out, in order to compile the necessary information on the management of human talent in the institution, which led to the implementation of the census and the interviews to a sample obtained from the personnel that works in said organization, in the same way, it was determined how the lack of labor commitment influences and what inconveniences have arisen in the user service, considering the most relevant aspects of this service. This research starts from the management of human capital, integrating processes designed to plan, develop, motivate better performance in the functions of service delivery in the institution, and comply with the users of the province, whose function is the positive impact that they are provided with employees, technicians, directors committed and involved with the vision and mission of the Los Ríos Provincial GAD.
