| Sumari: | Public Institutions in the country are perceived by users as bureaucratic and inefficient organizations, with excessive paperwork, too much delay in care. Unfortunately these cases are real and many times the criticism is extreme as they are described as organizations where there is much corruption and bureaucracy. This work was carried out in the National Electrification Corporation CNEL-Quevedo, located in the parish Viva Alfaro, Twenty-Second Street, and corner. Quevedo Canton, province of Los Ríos. The primary data collection was done through methods of observation techniques, interview and documentary analysis, interviews were conducted: Manager (1); Officials (61), Heads of Department (8) and 400 surveys of urban and rural users. The results were: The administrative processes of the National Power Corporation, CNEL-present problem in its primary function as the administrative procedures affecting the flow of events and administrative actions to improve public management. The functioning of public administration is part of various factors, one of them is that public officials can only act according to established trails in the Constitution and secondary laws. To do otherwise would vitiate the acts of absolute invalidity or causes routes calls made from the administration, which is the trademark of the administration without any legal basis. These framed in documents management, in order to frame such powers and functions incompatible functions. |
