| Summary: | This research, entitled "Empty Chair Citizen Participation and Its Impact on the 2023 Participatory Budget of the Canton of Quevedo," presents a qualitative and quantitative methodology designed to evaluate the impact of citizen participation on the participatory budget, including social projects. This mechanism allows citizens to have direct representation in municipal council sessions, facilitating the inclusion of their opinions and proposals in decision-making. This mechanism seeks to strengthen participatory democracy and promote more transparent and accountable public management. The main objective of this research is to evaluate how the empty chair mechanism impacts the allocation and execution of the participatory budget, promoting greater transparency and accountability in public management. It seeks to identify the advantages and challenges of this mechanism, as well as its effectiveness in improving citizen participation and solving local problems. The methodology includes a review of official documents, interviews with local authorities and citizens, and the analysis of quantitative and qualitative data on participation and the results of the participatory budget. Research techniques such as surveys, interviews, and documentary analysis were used to gather relevant information. The main result was that, in 2023, out of 39 council sessions, only 7 included the participation of the empty chair, either with citizens or parish representatives. Furthermore, the impact of the empty chair participation was evaluated through a statistical system R studio, which found that the more citizen opinion is taken into account, the higher the participation rate. Given that citizen participation in the empty chair is low due to a lack of awareness, authorities are advised to use all available means to communicate about this mechanism and its benefits. |
