| Résumé: | The topic: Water-Related Conflict in the Rural Sector of the Azuay province. Community Environmental Empowerment Proposal, responds to the problems that the peasantry is experiencing due to the affectation of its waters, above all, due to pollution and hoarding, and its general objective is to determine conflicts in around water, to propose solutions through a process of Community participation. The investigation arrives at the verification of the following hypothesis: “while greater is community training in the rural sector of the Azuay province, greater and better is their participation in environmental management, and less conflict over water ”. Responses to the interview with 400 social actors show that community training is higher in "Axiology" and "praxis", and less in the legal - institutional framework; the average indicates that 15% have received "High" training, 34% "Medium", 29% "Low" and 22% "Nil". Participation in water management is poor, 57% of those interviewed are between "Low" and "Null". Those voids in training and participation are generating high conflict. But the lack participation does not depend only on ignorance of rights and procedures, but of the marginalization to which those who are inhabit the rural sector, since in the 2008 Constitution they do not have the right to decide for or against, when your environment is threatened by the presence of polluting activities such as mining. Therefore, the alternative proposal raises the Empowerment Community for Water Management in the Rural Sector of the Province Azuay, with the aim of supporting the communities to empower themselves of water resources management, through a process of awareness, training and organization. All based on the current legal framework and endorsed by the Azuayo peasantry and the institutions premises willing to finance the Proposal. |
