Summary:Nowadays, risk management has become essential in decision-making and public administration, addressing the identification, evaluation and mitigation of risks in the daily operations of organizations. The increasing complexity of risks highlights the importance of this process, as it helps safeguard against financial losses and prevent risks that could harm reputation and public image. The research was carried out in the Buena Fe Canton, Los Ríos Province, in close collaboration with the Municipal Autonomous Decentralized Government (GAD). It focused especially on the planning and territorial ordering unit, linking directly with the Risk Management Unit. The main objective was to analyze the threats in the period 2021-2022, evaluate the influence of public policy on risk management and establish indicators. The methodology includes three phases: a review of emergency care statistics, interviews with staff of the cantonal risk management unit, and surveys of members of the organization dealing with adverse events. This comprehensive approach seeks to provide valuable information to strengthen the response capacity and preparation of the Buena Fe Canton in the face of possible risks.
