Plan estratégico para la gestión administrativa del Gobierno Autónomo Descentralizado Municipal del cantón El Empalme

This research was conducted in the Canton Municipal GAD Splicing, Guayas Province, and lasted 120 days; the methodological procedure was as follows: The choice of subject was the product of an extensive literature review, where the analysis of the problem generated by the lack of strategic planning in the administrative management of this entity, determined the presence of some problematic situations that require urgent intervention of the authorities, effect of institutional progress in reorienting their role in promoting sustainable development of the county, improving the living conditions of the population and build confidence to encourage investment and the reactivation of production. The formulation of research objectives and hypothesis, did everything possible to address the process of literature review and determine the methodology to select the types of applied research, the methods and data collection techniques to the population concerned in the sample (population of the corner joint and Municipal authorities GAD.). The discussion of the research data, more than evaluating information collected in the field research, allowed a study and analysis of texts relating to others. The draft Strategic Plan for the administrative management of the Canton Municipal GAD Splicing was carried out according to the following methodology: We considered heading No. 7.71.01no staff costs for methodology, allocation fiscal 2012, and increased un 10% in each subsequent year until the 2017 technical parameters comprising the Strategic Plan are detailed in the General Plan (Table 16), and the cost thereof as programs to develop is shown in Table 17. The findings of the research were: Strategic Plan was developed for the administration of the Government of the Canton Municipal Autonomous Decentralized Splicing, for the period from 2013 to 2017. We analyzed the current situation of the administrative management of the Canton Municipal GAD Splicing based on SWOT technique. In recommendations: That the Government of the Canton Municipal Autonomous Decentralized El Empalme must periodically evaluate strategic planning, since it is a way to redirect institutional progress and improve the quality of public works. Techniques are implemented to analyze the situation in terms of the changes that are operating in the social development process and in establishing new policies and action lines. What to do with austerity and rationality in the cost estimates provided in each program, and the remaining balance are as to improve and extend the coverage of processes and strategic programs. It is imperative to build trust in the people, involving them in matters of public interest, a right to be exercised through the mechanisms of direct participatory democracy. You implement an evaluation culture throughout the administration of the Municipal GAG, in order to correct, on the fly, any gap is generated in the development of programs, for which it is important to have technical reports that the commission will issue Research and Development.
