Cuir clib leis | Achoimre: | Planning as a process of territorial development is based on the proper management of economic, social and environmental resources of a particular district under the principles of sustainability, so as to ensure collective interests over individuals. In this context, the research was based on the evaluation of the level of compliance with the development and territorial order plan of the Los Ríos Prefecture as a fundamental strategy for the sustainable development of the territory. In pursuit of it, the following objectives have been proposed: to evaluate the fulfillment of the Development Plan and Territorial Planning (PDyOT) of the Province of the Rivers in the economic, social and environmental field in the rural sector in the period 2016-2017. The methodological procedure consisted of a field phase, which was based on the collection of secondary information through the direct observation technique and survey questionnaire instrument. For its development, a population sample was determined, the same one that was integrated by the active inhabitants of the rural sector of the Province of Los Ríos. The qualitative information collected was subjected to an analysis of internal consistency based on Cronbach's alpha, a statistical method that allows estimating the reliability of an instrument through a set of items that measures the same construct or theoretical dimension, taking into account the reliability or reliability of the sample supplied. The results obtained allowed us to measure the compliance level of the PDyOT proposed by the Prefecture of Los Ríos in the economic, social and environmental sphere (2016-2017) as an institution that implements regional policy.
