Sumari:The following qualified work EVALUATION OF THE CURRENT SYSTEM OF THE ADMINISTRATIVE FUNCTIONS TO ACHIEVE THE OPTIMIZATION IN THE OPERABILITY OF THE ROAD PUBLIC COMPANY OF THE RIVERS " EMVIALRIOS, it is an instrument of management of planning and of operative character, establishes, tries and propitiates the structure of a set of activities orientated to the forge, development and consolidation of the public decentralized management, aligned strategically with a chain of aims from the regional compound plan of development of long term and the derivatives of the process of formulation of the regional plan, due contextualizados with those of the national plan of development of capacities of medium term, achieving a suitable joint of the offer and demand of formative services and the generation of strategies that allow not only the agile, flexible and progressive coverage of the formative gap existing but linked to the viability of his implementation and to the sustainability as process correlated to the regional development according to the established approaches. In this sense, the offer of the present work has a structure of content that reflects the technical and methodological validation related to the degree of participation of the involved ones, is a process that looks for a change transformational of attitude of civil servants and servants in the Company EMVIALRIOS, in the perspective to manage to consolidate a public regional management and an ethical culture of commitment and social and institutional responsibility, depending on the service to the citizens.
