Summary:The informal sector is made up of small businesses or artisan activities that have their origin due to the high levels of unemployment in the countries. People have to earn a living in some way. For that reason, they have their workplace on the street or small makeshift stalls, causing some problems for the city administration and the general public. This sector could contribute to the development of the entire economy, if the State or the municipalities were able to plan, control and guide an adequate public policy. This research is based on a study aimed at solving the main problem identified in the informal sector that occupies large spaces in the city of Quevedo. For this, the specific objectives were met, such as: Identify the difficulties that informality causes to the administration of the Quevedo canton, distinguish the urban public spaces that are with social congestion due to informality and determine the strategies that They will contribute to solving the proliferation of informal trade by the Decentralized Autonomous Government (GAD) of Quevedo. The methodology used in this research was of descriptive, explanatory and propositional characteristics, the same ones that were fulfilled through the bibliographic review of scientific information, observation guides in the place where merchants operate and surveys of informal merchants and the community. Among the results obtained are: The inadequate use of the urban space of the streets of the Quevedo canton by informal merchants; As it was also determined that, given the threat of COVID-19, social congestion is extremely dangerous for people who circulate in this sector. As a proposal to this problem, the relocation of informal merchants is proposed with all the security of the case, with a better organization, attention and service to the consumer.
