| Zusammenfassung: | The research was conducted in the urban parish Velasco Ibarra which is the seat of government of the Gobierno Autónomo Descentralizado Municipal del Cantón El Empalme (GADM), Canton also has 2 rural parishes: The Guayas and El Rosario, whose territory is 1,119 km2, its population is 74,451 inhabitants, according to INEC, 2010, in this town of 47,667 inhabitants are urban parish, which is 124 km2, located north-east of the province of Guayas to 167 km from the city of Guayaquil, and 21 km from Quevedo - Los Rios. Geographically it is between the coordinates: 79 ° 39 'west longitude and 1 03' south latitude, and 74 meters above sea level (masl). The research lasted for eight months. To diagnose the problem of the informal sector of the cantonal head of El Empalme is considered economically active population (EAP), same that according to the formula applied gave an average of 376 survey. On appeal were taken into account legally associates 205 informal traders, for these was made a series of questions unique to the industry and according to the sample was applied to survey 134 people. In the third instance was conducted interviews to 7 GADM authorities to know: strengths, weaknesses, opportunities and threats in the industry. SWOT matrix was applied. From the results it was detected that: Informal trade creates jobs, economic movement, reduces crime, unemployment and underemployment, informal traders are organized in four associations but there is no evidence that these agencies will promote better living conditions in general for its members, neither GADM nor informal traders' associations have a holistic solutions proposed for this sector, and are aware of assume immediate management and resolution lines, in the Municipal Action Plan has no budget, and potential solutions immediate for the sector of small traders do not have job security, nor can expand its business coverage. Corresponds to GADM as sectional government take attention to this critical issue, creating, discussing and applying a proposed relocation of informal trade in the village, and that the project should be run democratically relocation and have a tracking, monitoring, replanning and evaluation of GADM sectoral meetings with stakeholders (merchants, buyers and body building complex). For the development of the proposal took into account the institutional and sector definition, which had the same conceptualization institutional scope, vision, mission and values.
