Zusammenfassung:This research was conducted at the “Gobierno Autónomo Descentralizado Municipal de Las Naves” Bolívar province with duration of 210 days. To have determined the outcome of the investigation based on the objectives raised a situational analysis was established through surveys of 75 servers GAD Municipal Canton Las Naves and at 6 departmental leaders which the plan was oriented training areas such as legal advice, general secretariat, human talent, financial management, environmental management and tourism and public works, of which the following results were obtained: 100% of employees consider it important training and 100% stated that the training plan is a means of development and improvement of professional performance. When asked whether the training has enabled him to relate to the performance of duties performed, the majority (56%) responded that has not been linked and that knowledge were discarded by its unrelated additionally also spoke to before the diagnosis for the exercise training action exerted by the GAD Municipal also servers majority (61%) stated that the state agency does not trigger a diagnosis. An assessment of training needs was conducted using the method of observation and application of in situ monitoring through lines of inquiry executed, which in effect was established that the majority of servers need training to upgrade relate and perpetrating systemic aspects that optimize area ratio for institutional performance against competencies empowered to GAD Municipal Las Naves Canton. For the classification of the training needs of Articles 114 and 115 of the Rules of Procedure of the GAD Municipal Las Naves Canton for structuring the subject, conditions, objectives and indicators needed was applied to the area of Human Resource consider when applying the plan for the benefit of the municipal institution. To determine training needs a report with the training workshops was conducted among which are implemented training programs for each intervened in the research process outlined in the areas of environmental law office, general secretary, financial management, human talent, management area and tourism, public works, administrative and workers “Gobierno Autónomo Descentralizado Municipal de Las Naves” Finally the training plan was structured according to the items already mentioned above the Internal Rules of the GAD Municipal and spending budget, which was obtained in a total of $ 6,800.00 required (six thousand eight hundred and 00/100) about to implement the training of public servants of GAD Municipal Canton Ships. Finally, the support of all the authorities, area leaders and servants of the institution and the predisposition of the area of Human Resource for execution and accountability and commitment to the servers for this project to result is required for the process training is helpful to benefit the state institution.
