The study focused on the use of the analytical method, which allowed for the social, economic and legal study, using as an instrument surveys and interviews with those involved to identify problems that users PB sponsored facing the government canton Valencia; the inductive method used it as a tool to define the status of the participatory budget of decentralized government of the canton Valencia; while the descriptive approach allowed to define the causes and effects of the distribution of the participatory budget. Research improves existing shortcomings in the management of Decentralized Autonomous Government of Valencia canton in your budget, making transparent the process of prioritizing works to be executed, advise how to develop projects awarding of contracts, public procurement, monitoring compliance with the proposal. For better management and application of the model of participatory budgeting, broad consultative processes applied and consensus stakeholders who need a platform control budget from the local authority, achieving the generation of leaderships allowing broaden the scope of dialogue and building for developing shared public agenda cantonal government views. The impact of the management of decentralized self-government of the canton Valencia is evident in the orientation distribution of participatory budgeting, social actors of urban and rural sectors, allowing consolidate agricultural, livestock, fish, poultry, pork projects, to ensure the reduction of poverty and become participatory culture of the various stakeholders being transparent selection process prioritized projects...................................... |
