Ամփոփում:This study arises from the existence of significant challenges in the effective implementation of policies, the management of financial resources, and the training of staff. The main objective was to evaluate the alignment of public policies with resource management at the 29 de Octubre Child Development Center, located in El Empalme, Guayas, during the year 2023. The methodology focused on exploratory, descriptive, and qualitative-quantitative field research. The methods used were analysis and synthesis, inductive, and deductive. The population consisted of six participants, including members of the Municipal Decentralized Autonomous Government, the coordinator, and educators of the 29 de Octubre Comprehensive Development Center. The sample considered is the entire population. The techniques used were interviews and surveys. The instrument was a structured questionnaire. The most relevant findings highlight that the 29 de Octubre Comprehensive Development Center has an adequate regulatory environment for financial resource management, but faces challenges related to staff training, updating administrative processes, and effective policy implementation. The most relevant findings show that the effective implementation of the regulatory framework faces limitations related to a lack of administrative training, exclusive dependence on public funding, and the absence of specific mechanisms that integrate a gender perspective into the allocation and use of resources.
