| Sumari: | This research was conducted in the financial area of the State Technical University Quevedo, Los Ríos Province. The topic: "Public expenditure per INVESTMENTS IN HIGHER EDUCATION AND ITS IMPACT ON HUMAN TALENT TRAINING EVENT: QUEVEDO State Technical University, PERIOD 2011", aims to understand the main items comprising the formation of Talent Human Institution and its impact on the integral formation of the same, in the development of research analyzed important aspects such as standards, policies and procedures of budgetary implementation of State Budget at Universities. For the development of the research project the Finance Department provided all the necessary information for analysis and interpretation, used some additional research techniques, such as observation, survey and interview, which led to the identification and study of a deeper problem and difficulties has the area of Human Talent in the allocation and distribution of funds, which sometimes leads to teaching staff present obstacles in their job performance. Importantly, the process currently teaching at the Universities of Higher Education has been a huge change in its scope, being due mainly to be found in a grading period and institutional accreditation, which means that their activities are affected before these new schemes. This process of change requires strengthening knowledge of students through new teaching - learning, creating institutions to prepare thoroughly in all aspects, especially in generating research activities with the use of science and technology, to make students to acquire, develop and strengthen their knowledge and thus provide quality professionals. |
