Factibilidad para la implementación del departamento de investigación y desarrollo en el Gobierno Autónomo Descentralizado Municipal del cantón El Empalme, provincia del Guayas, año 2012

The development of this thesis began with the identification of problem areas regarding the lack of a Department of Research and Development in Decentralized Autonomous Government of the Canton Municipal The Junction, where among other issues arising from this deficiency was pointed out that the administrative management of the entity must execute investment projects that generate income for the benefit of the city and have a map needs to be permitted to intervene in the care of basic services and infrastructure required by the city in a priority, planned and technique, while allowing you to achieve a better relationship and commitment to promote local development with quality administrative management. To this end, it made the research objectives and the working hypothesis, with the whole process is turn my literature review, methodology (type of research, techniques and methods) for data collection and reporting and verification of the hypothesis. The proposal involved the implementation of a Department of Research and Development for Municipal GAD, the same as with the study of technical feasibility, economic, financial and administrative. Among the specific objectives established the need for a functions manual for those involved in this department (technical equipment in the area of research and investment projects). Among the conclusions of the investigation, management determined that the institution of the Municipal GAD must change the management model, one that is proactive, creative, entrepreneurial and strategic planner. Involving the participation of citizens in discussion and decision making as a mechanism of action and practice of direct democracy processes of design, implementation and monitoring of policies and public services. In recommendations, it is suggested as a priority the implementation of Research and Development Department, where the technical research team, will handle the mapping of intervention needs, in order to have a plan setting out the needs of the population directly, and with the implementation of investment projects have a technical tool for management and implementation of infrastructure and basic services, through the multiplier effect it has on growth and local development, domestic and foreign investment, stimulates the economy and improving.
