La Gestión Pública en la Implementación de un Departamento de Mercados y Parques, según el Plan Parroquial Rural de Desarrollo, Parroquia Santa María del Toachi, Santo Domingo de los Colorados

This research entitled "The Public Management in the Implementation of Markets and Parks Department, according to the Rural Development Plan Parroquial, Parroquia Santa María del Toachi Santo Domingo de los Colorados" is the place for the purpose of beautifying the parish, and raise the level of quality of life of the inhabitants, it has aimed to develop the parish governance for the implementation of markets and parks department to achieve to have a satisfied population and optimal community social coexistence. Questionnaires were prepared with questions to the population through surveys, whose answers were those that helped identify the pros and cons to the proposed proposal; in addition, an interview was made to the authority, the Parish Chief, as more aware of the subject of study person. The results showed a high level of acceptance of the people, for a change is made in the parish adornment which deserves land use planning according to the needs of citizens, appropriate and conserving the environment. Validating the hypothesis was accepted because it achieved appreciate strategic planning with the creation of markets and parks department, along with the completion of the proposed organizational and functional structure is viable, all focused on the satisfaction of needs the parish. Bibliographic consultations were held with academic texts supplied by UTEQ library and documentation by GAD Parish officials, as well as the consultations via the Internet.
