الملخص: | This paper addresses the improvement of public services management in the Quevedo Canton, Ecuador, emphasizing citizen participation and transparency as main axes. The objectives of the study include increasing the efficiency of public services, improving citizen participation, identifying existing transparency mechanisms, and analyzing citizens' perceptions of the quality of these services. The justification is the need to adapt to the growing expectations of citizens who require not only high-quality services, but also active participation in decision-making. The implementation of participatory policies can strengthen local democracy, increase accountability, and reduce corruption. The methodology combines qualitative and quantitative approaches, including surveys, interviews, and document analysis. Inductive-deductive methods are used to develop theories based on real-world data, descriptive methods are used to understand current practices, and exploratory methods are used to discover areas for improvement. The organization of workshops and the review of case studies from other regions where participatory models have been successfully implemented are considered. The methodological framework aims to foster active community participation in the process and ensure transparency at all stages of the research. The research is expected to generate a model of public management that not only involves citizens in the design and implementation of policies, but also promotes a culture of openness and trust in local institutions. |
