This legal research work entitled " NEW DIMENSION OF LAW AND AGRICULTURAL DEVELOPMENT AND VIOLATION OF FINANCIAL SECURITY UNIT PRODUCTION" , it takes in order to amend Article 9 of LA Agrarian Development Act , to protect the rights and guarantees protected by the Constitution of the Republic , so you have as beneficiaries Ecuadorian farmers in general , and in general all persons who have made a loan for seed and crops but that they have been destroyed by a natural disaster , are also beneficiaries where these cases families and society as a whole there . Therefore, this legal research has been structured as follows: In the first chapter, the problem and its effect was analyzed, for this reason, the hypothesis related to the proposed research. Chapter Two, the theoretical framework is presented, referring the historical, doctrinal and legal bases. In Chapter Three the methodology with which the research is conducted, with the methods used, types of research, the population sample and the techniques and instruments used in data collection is detailed. In chapter four the hypothesis according to the results obtained through interviews with competent authorities in Quevedo, likewise, is confirmed to different practitioners in free practice in the county were surveyed . Chapter Five details the findings and recommendations. Finally, Chapter Six refers to the proposal, the objectives, the description of the proposal, who are the beneficiaries and the social impact it produces
