Tóm tắt:The study addressed the problem focused on how Human Talent Management affects the quality of services to users of the Decentralized Autonomous Municipal Government of the Mocache canton, year 2023? The main objective was to evaluate human talent management and its impact on services to users of the Decentralized Autonomous Municipal Government of the Mocache canton, year 2023. The established methodology delimited the types of exploratory, descriptive, mixed and field research. The methods were inductive, deductive, historical - logical, descriptive, statistical analysis. The population focused on 1 mayor, 5 councilors, 249 people who make up the administrative and operational staff of the Municipal GAD of the Mocache canton and 27,335 people over 18 years of age who live in the aforementioned canton. The sample was delimited to one authority, 148 employees and 379 inhabitants of the Mocache canton. Among the most relevant results, it is highlighted that the management of human talent in the Municipal GAD of the Mocache canton presents a defined organizational structure, but faces challenges in the effective application of its training and development strategies. Among the conclusions, weaknesses were evident in the effective application of these strategies, particularly in the alignment of training with the real needs of the staff and in the management of organizational change.
