The Second Chapter, refers to the theoretical framework, aspects : historical, doctrinal and legal. The third chapter describes the methodology used in the research at hand ; the methods used , the types of research , population , samples , techniques and instruments used in data collection. The fourth chapter tests the hypothesis through the research results obtained through interviews with relevant authorities based in the cantón Quevedo, in addition to surveys of lawyers in free practice. The fifth chapter describes the conclusions and recommendations. Finally the sixth chapter describes the proposed legal amendment to article 309 of the Penal Code of Integral. |

Finally the sixth chapter describes the proposed legal amendment to article 309 of the Penal Code of Integral.El presente trabajo, se realizó con el objeto de presentar una propuesta jurídica de reforma el Art. 309 del Código Orgánico Integral Penal, a fin de sancionar al usurero y a quien solicita el dinero. Está estructurada en seis capítulos. El Primer Capítulo, aborda del Problema de Investigación y su análisis correspondiente, la justificación, la definición de los objetivos y la formulación de la hipótesis. El Segundo Capítulo, hace referencia al marco teórico, en los aspectos: histórico, doctrinario y jurídico. El Tercer Capítulo, describe la metodología utilizada en la investigación que nos ocupa; los métodos aplicados, los tipos de investigación, la población, las muestras, las técnicas e instrumentos utilizados en la recolección de datos. El Cuarto Capítulo, comprueba la hipótesis a través de los resultados de la investigación obtenidos mediante entrevistas a autoridades competentes con sede en el cantón Quevedo, además de las encuestas realizadas a los abogados en libre ejercicio profesional El Quinto Capítulo, describe las conclusiones y recomendaciones.
