Summary:This research project entitled, "Amendment to the Civil Registry Law and its fundamental impact for the decongestion of cases in the courts in the canton Quevedo", follows the line of the new constitutionalism as current advocacy of people are housed in modern legislation. Thus, in the context of the exercise of constitutional rights and guarantees, which are very direct and immediate application, the duty to protect belongs to Ecuador, this legal research was developed an analysis establishing the legal context of the Registration Act Civil and Identification, where it was possible to identify some problem areas that need attention of state institutions, specifically the Legislative Branch, to the effect that the legal system meets the requirements of society. The Registry requires assume greater administrative powers in order to address the problems arising from the registration record of people. Judicial means to solve problems arising in this state, as indicated in Art. 89, it seems beyond any logical analysis. The comparative law analysis allowed to determine that our legislation does not guard a line of thought of comprehensive protection of the rights and problems of people in the field of the registration form, as demonstrated by the legislation of this field in Panama. It notes that the literature and field research made it possible to sustain the need to reform the Art. 89 of our Civil Registration Act and Identification, where the logical methods used in the research allowed to achieve the objectives.
