Factibilidad para la implementación de un departamento de investigación y desarrollo para el Gobierno Autónomo Descentralizado del Cantón Puebloviejo de la Provincia de Los Ríos.

The present research had with objectives, to establish the feasible for to implant at Research and Development Department for the Decentralize Autonomous Government of the Puebloviejo City, for to generate research and development projects, in the ambit economical and social of the locality. In effect, it is established the objectives next: To realize a diagnose for to determinate the causes of the economical and social development level low of the locality, to establish a finances, technical, economical study for to implant of at Research and Development Department, and, to design the structure of the Research and Development Department for the Decentralize Autonomous Government of the Puebloviejo City, it had a duration of three hundred sixty five days. It is applied the synthetic and analytic methods (induction and deduction) for to Know the problem. The study universe it is to agree for the citizenship and the public functionaries that is working in the Decentralize Autonomous Government of the Puebloviejo City, in the number of 12.839 habitants and 282 functionaries, it is applied an probability formulate of the 5%, it is calculated the sample of 388 habitants y 166 functionaries, there are some is it applied the opinion poll, moreover it is interviewed at the Governor of the locality and it is used the observation, with instruments for the information recollection, necessary for to elaborate the research. In the executing of the research present, it is used a statistical not parametrical, that it is permitted to obtain the recommendation, conclusion, and results. It is established the absence of a Research and Development Department for the Decentralize Autonomous Government of the Puebloviejo City, the 53% of the peoples that they are interviews, they indicates which department different it is elaborated projects, the 35% attribute this function at the Publics Works Department, and 12% attribute this function at the Urban Planning Department. Moreover, they are saying which necessaries to create the Research and Development Department are. The proposal is based in the design of the Research and Development Department, installation, finances, humans and technical recourses, moreover it is specified the functions of the Human Talent by to contract into the Research and Development Department. They are the Department Leader, Assistance, Technical Persons, Digital Persons and Camp Persons. They are the responsibilities of to formulate, to elaborate and to evaluate research and development projects, which benefit will of the locality. It is used the inductive method, to the problem of the level low of to generate of development projects, for to diagnose of the institute problem in the research and development aspects. In base a obtain results with inductive method, it is applied the deductive method, for to implant the Research and Development Department, it is will serve, for to improvement the function for to elaborate projects, into Decentralize Autonomous Government of the Puebloviejo City, for to know and to serve major the necessities of the locality, moreover it is realized the description of the induction, introduction, contraction, selection, recruitment process, and to execute the efficient activities in to institution. The Research and Development Department, will elaborate projects which will generate majors development level in to locality, based in the research of the locality necessities, moreover will improvement the image of the institution, reaching the object of the research, which it is to create the Research and Development Department into Decentralize Autonomous Government of the Puebloviejo City, for to obtain a functioning right in the activities. For the functioning of the Research and Development Department, there are will necessaries, humans, administrative, finances, and materials recourses; moreover of the inversion in the Human Talent, it is proposal the personal evaluation and induction.
