الملخص:The thesis, titled "Impact of Citizen Participation in the Administrative Management of the El Empalme Municipal GAD, Year 2023," aimed to analyze citizen participation in the administrative management of the El Empalme Municipal GAD. This study analyzes the relationship between citizen participation mechanisms and decision-making in key areas of local public administration, exploring whether active community participation strengthens management processes and transparency. Exploratory, descriptive, and documentary research methods were used, providing a comprehensive approach to understanding the relationship between administrative management and citizen participation. A survey was conducted among citizens, along with an interview with the head of citizen participation and a focus group with community leaders. The findings showed a disconnect between citizen participation and the management of the El Empalme Municipal GAD. The majority of citizens do not actively participate, perceive little impact from their contributions, and lack clear information. Lack of monitoring, bureaucracy, and the digital divide limit citizen influence in public administration. They conclude that, despite the existence of participatory mechanisms, they do not generate a significant impact on decision-making, which leads to a perception of exclusion and institutional distrust. The lack of effective strategies for disseminating and monitoring citizen proposals reinforces the feeling of ineffectiveness of the participatory system.
